Two Armored SUVs for Quito, Ecuador

The U.S. Department of State is seeking two complete, brand-new model-year 2026-or-newer mid-size SUVs with left-hand drive, automatic transmission, 4WD or AWD, at least 200 horsepower, and OEM support in Ecuador. Each vehicle must receive NIJ Level III ballistic protection covering the passenger and rear cargo compartments, ballistic glazing, structural reinforcement, upgraded suspension, brakes, axles, load-rated wheels and tires, run-flat systems, and a spare wheel and tire while retaining required OEM systems and a conventional civilian appearance. The completed vehicles must accommodate a three-person mission crew, a 1,000-pound mission load, a protected 19-inch equipment rack, and two auxiliary batteries. The contractor must provide technical drawings, ballistic certifications, quality-management documentation, weight and performance verification, pre-delivery inspection, OEM and armorer warranties of at least two years, warranty support in Ecuador, importation and duty-free coordination, Spanish user and maintenance manuals, and delivery to Quito within 270 calendar days after contract award. Quotations require separate price/representations and technical volumes, including the completed price and certification forms, technical compliance matrix, relevant experience and past-performance information, proposed vehicle and conversion details, supporting documentation, testing approach, and delivery/importation plan.
