Mobile Telephone Services

The U.S. Embassy in Pristina seeks complete mobile telephone services for 317 official lines, including voice and data services, domestic and international calls, international roaming, SMS, voicemail in English and local languages, detailed per-line billing, and 24-hour customer service. The provider must support existing numbers with the 958 prefix, provide SIM cards and service for government-owned phones, maintain at least 90% local network coverage in Kosovo, and provide 4G/LTE and 5G service where available. The scope also includes network resilience, emergency recovery, service reporting, and blocking fee-incurring value-added services and automatic recurring data or roaming charges. The RFQ requests pricing for a one-year base period and two one-year options. The Government intends to make a single indefinite-quantity award using comparative evaluation of technical capability, past performance, and price. The guaranteed minimum is €5,000 per performance period, and the maximum is €65,000 per performance period. Quotations must include the completed SF-1449 and specified technical, pricing, registration, and cybersecurity materials. The work may not be subcontracted.
