Municipal Planning Software Subscription and Maintenance

Parkland County intends to enter into a five-year agreement with CityView, a Division of N. Harris Computer Corporation, for subscription and maintenance services for proprietary software supporting municipal planning and development processes. The proposed agreement is valued at approximately $1,406,704.50 excluding GST and is estimated to conclude in October 2031. Suppliers that can provide equivalent services and meet the County’s requirements may submit a written Statement of Capabilities demonstrating their ability to meet those requirements and maintain continuity of operations. If no satisfactory statement is received by the deadline, the County may proceed with the intended award; if a capable alternative is identified, it may cancel the proposed direct award and conduct a competitive procurement.
