Whiteboard SaaS Solution RFP

Employment and Social Development Canada, through the Canadian Digital Service, is seeking a bilingual whiteboard Software-as-a-Service platform to support user-experience design, product management, Agile practices, service design, workshops, planning, wireframing, and synchronous and asynchronous collaboration. The solution must provide unlimited organization-wide licensing for CDS employees and contractors, support at least 100 simultaneous participants on a single board, and include templates, reusable content, facilitation tools, presentation modes, role-based access, external collaboration, search, file import and export, version history, recovery, accessibility, bilingual English/French operation, and administrator-controlled AI features. The platform must integrate with Google Workspace and other collaboration and workflow tools, support Google Workspace single sign-on, domain controls, multifactor authentication, SCIM or no-cost APIs for user and permission automation, and audit-log export or integration with an external SIEM such as Azure Sentinel. The requirement includes implementation, onboarding, premium support, integration setup, and migration or preservation services for approximately 2,300 existing Miro boards, users, teams, workflows, templates, and related historical data when applicable. Amendment 002 removed the rated criterion for advanced migration tooling and validation, reducing the maximum rated technical points from 60 to 54 and the minimum required points from 48 to 42. Migration costs remain part of the evaluated bid price.
