Description
The United Nations Development Programme is soliciting a quotation from a single supplier to provide mobile communication services for UN agencies in Moldova under a long-term agreement. The scope includes corporate voice, SMS, mobile data, EU and international roaming, data-only SIMs with 4G USB or Wi-Fi modems, discounted devices and accessories, SIM and account management, 24/7 customer support, online reporting, detailed monthly billing, and a dedicated account manager. The estimated requirement is approximately 250–300 users, with an estimated annual expenditure of up to USD 50,000, although the estimates do not constitute a purchase commitment. Required capabilities include at least 99% population coverage for 2G, 3G, and 4G services in Moldova, disaster recovery and recovery-time documentation, a valid national telecommunications license, roaming and tariff information, structured usage and billing reports, and compliance with detailed service-level requirements. The agreement is expected to run for three years, with a possible extension to five years based on positive performance. Evaluation will select the lowest-priced substantially compliant offer, using subscription price and proposed bonuses as weighted factors.
