Description

This solicitation from the Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) seeks a contractor to provide a comprehensive solution for border security surveillance in Guatemala. The project involves the removal of existing Closed-Circuit Television (CCTV) systems and the installation of new, integrated IP-based, high-definition, day and night CCTV equipment. This includes cameras, Network Video Recorders (NVRs), switches, Network Attached Storage (NAS), joysticks, and associated software and physical storage. The contractor will also be responsible for providing training to Guatemalan Customs Agency (SAT) IT personnel on the operation and maintenance of the new systems, as well as providing one year of on-site technical support and warranty services. The installation and configuration will cover multiple locations across Guatemala, including checkpoints and ports of entry, and the new system must provide interconnectivity with a Guatemala City-based border command center. The contract will be a Firm-Fixed-Price (FFP) award. Proposals will be evaluated using a Lowest Priced Technically Acceptable (LPTA) process, considering factors such as equipment meeting technical specifications, employee qualifications with OEM certified supervision, 24/7 technical support, a one-year on-site warranty, and adherence to a project schedule of no more than 120 calendar days after award. Past performance will be evaluated on an acceptable/unacceptable basis, with a recency requirement of the last 5 years.
